There aren’t many scholarships like that, because usually scholarships for graduate students and advanced degrees are granted to people involved in some level in teaching and research; and the assumption is, that most people who choose distance learning do that because they work (and hence, could finance their studies). If you find a program that you want to get into, you can always ask them about students loans, financial aid or grants – even if it is not listed on their site (it could be that they have something for special cases). In addition, I suggest you’d ask your bank about taking a loan for this – it might be that you can convince them that after obtaining the certificate/diploma you’re after, you’ll earn well enough to give the money back.
