Usually no. Computer Science involves a lot of programming (different languages such as C/C++, VB.NET, etc.), study of operating systems, compilers, networks, etc.

Information Technology, or IT for short, usually involves more of the business aspect of technology. IT Managers manage Programmers (CS people).

Computer Science is usually more involved in designing/building computers and software.
IT is running networks, security, infrastructure, etc.

Computer science = more programming.
