I am currently in the second year the University of Arizona before I went to journalism. For the upcoming Fall ‘10 I entered the University of California, Berkeley, Fall ‘09, but wish to apply for transfer. What is the probability that it is and how I can find does not come out, I am currently the main course or the mass media have contributed to Berkeley? Thank you!

You are asking in the wrong place. You should call their admissions office and speak with an admissions counselor.
I don’t see why your out-of-state status should bar you from admission if you are qualified, but it may make you less favorable in the selection process since the school probably receives state grants and they usually commit to their sponsors.
UCs give priority consideration to transfer applicants from CA community colleges. Transfer applicants from other 4-year/out-of-state colleges are only considered on a space available basis and therefore the admit rate is extremely low.
You can find the general education requirements for transfers here: http://students.berkeley.edu/files/Admissions/12626_5.Info_TransAdm.pdf
Media Studies major prerequisite requirements are here: http://ls.berkeley.edu/ugis/mediastudies/major.php?page=prereq
