I will be applying in November as a transfer, GPA 3.8. Do I include anything special in my application?

I got an email telling me that I am one of the applicants under consideration for the “most prestigious scholarship” at Cal and that I should schedule an interview. Does this mean that I’ve been admitted to UC Berkeley? Thanks for the help.
