A 3.8 might get you in with close to a perfect SAT score- but generally unless you have a 4.0, they toss your application.

UC campuses use comprehensive review which considers 14 different factors for admission evaluation. While GPA is ranked very high among those 14 factors, it is not the sole determination factor. Given the number of the factors and the complex formula used to make admission decisions, there is no GPA “threshold” that will guarantee your admission.

I am not familiar with the admissions process of Cornell, but I imagine it would be similar to what the UCs have in place.
